Phillip Anderson, Head of Public Debt Management at the World Bank Treasury, has more than 20 years of experience in the field of public debt management. Before joining the World Bank in 2002, Phillip worked in government debt management in New Zealand for 15 years, where he held a number of senior management positions, including that of Treasurer from 1997 to 2002. Phillip is responsible for managing the World Bank’s highly experienced team of debt managers, in addition to participating in public debt management assessment and capacity building activities in numerous countries across all continents.
Elizabeth Currie has more than 20 years of experience managing both sides of the government balance sheet, having worked in reserves management and debt management in Colombia’s central bank and ministry of finance before joining the World Bank in 1998. As Lead Financial Officer at the World Bank, Elizabeth has participated in the assessment and reform of public debt management in numerous countries, including  Bulgaria, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Georgia, Guatemala, Jamaica, Korea, Malawi, Nicaragua, Rwanda, Tanzania, and Venezuela. She has also authored and co-authored several important publications in the field of government debt management.
Tomas Magnusson has more than 22 years of experience in public debt management, including 16 years as General Counsel of the Swedish National Debt Office (SNDO), as well as working with countries such as Albania, Bulgaria, Croatia, Czech Republic, India, Kazakhstan, Kenya, Pakistan, Poland, Lithuania, Malawi, Morocco, Panama, Serbia, Slovakia, Thailand, and the Gambia. From 1986-1997, Tomas headed the Guarantees department in the SNDO. As Lead Financial Officer at the World Bank, Tomas co-authored the IMF–World Bank Guidelines for Public Debt Management: Accompanying Documents and Selected Case Studies.
Lars Jessen has 20 years of experience in the field of public debt management, including asset and liability management, risk modeling, and management of contingent liabilities. Before joining the World Bank in 2002, Lars was a Special Advisor on government debt management for the Danish Central Bank. As Lead Financial Officer at the World Bank, Lars has worked on the assessment and reform of public debt management in Egypt, Indonesia, Lebanon, Mongolia, Thailand, Turkey, Zambia, and others.
Antonio Velandia-Rubiano has 15 years of experience in the public debt management sector, gained at the Central Bank of Colombia, where he was Vice-President for International and Monetary Affairs, and as Lead Financial Officer at the World Bank. Antonio joined the World Bank in 1999 and has participated in the assessment and development of reform plans for public debt management in Armenia, Belarus, Brazil, Panama, Romania, Ukraine, Tunisia, and others. He has also co-authored various important publications on risk measurement and management in the field of government debt.
Ekaterina Gratcheva, Lead Financial Officer at the World Bank, has over 10 years of experience in investment management. Since joining Treasury, she has worked extensively in strategic asset allocation and investment policies, portfolio risk and performance management, quantitative investment strategies, and innovative finance for development. She has been actively involved in client engagements with central banks, ministries of finance, and other public financial and development institutions in numerous countries, including Egypt, Indonesia, Kazakhstan, Poland, Russia, South Africa, South Korea, Tanzania, Turkey, and Ukraine.
Roy Gooi, Head of the Asset and Liability Management team at the World Bank Treasury, has worked in the finance industry for 10 years. At the Boston Consulting Group, he specialized in advisory services in the high tech sector. Since joining the World Bank, Roy has been involved in financial policy and issuing structured products, including the first hedge fund linked bond for the World Bank.  In addition to overseeing the management of the World Bank's $120 billion plus balance sheet, he has led asset and liability management advisory and risk management implementation engagements with the International Development Association (IDA) and the International Finance Facility for Immunization (IFFIm).
Don Sinclair has 20 years of experience in the private sector developing, implementing, and managing liability and market strategies. He joined the World Bank as Senior Financial Officer with expertise in capital markets, market risk management, and derivatives products. Don is a CFA charter holder.
Julie Dana has more than 12 years experience in risk management.  For six years, she worked as a commodity trader and risk manager in the metals industry in the private sector.  Before joining the World Bank’s treasury department as Senior Financial Officer, Julie worked for the World Bank's Agriculture & Rural Development department. She has worked on commodity risk management projects in Uganda, Tanzania, Kenya, Zambia, Malawi, Burkina Faso, India, Nicaragua, Haiti, the Dominican Republic, Australia, New Zealand, and the United Arab Emirates.
Artit Serngadichaivit has over eight years of experience working in private financial institutions, playing key roles in treasury, credit risk management, and risk modeling. Prior to joining the Bank as Financial Officer, he served as Vice President responsible for implementing Basel II at Bangkok Bank PCL in Thailand. At the World Bank he is responsible for trading currency and interest rate swaps to manage the World Bank's balance sheet risks. Artit is a CFA charter holder and has a FRM certification from the Global Association of Risk Professionals.
Randy Ewell, Financial Officer and Trader at the World Bank, is responsible for the analytical framework for modeling, tracking, analyzing, and hedging IBRD’s interest rate, currency, and liquidity risk exposure. He also works on structuring, valuing, and executing derivative transactions for IBRD and clients' risk management needs. Randy was a part of Treasury’s first local currency swap transaction.

Greg Horman has more than 10 years of experience in managing government debt and financial assets at the New Zealand Treasury, the Organization for Economic Co-operation and Development (OECD), and the World Bank. At the World Bank Treasury, Greg is responsible for technical assistance, outreach, and research activities related to government debt management strategy and operations, risk management, and debt market development. He has worked on assessments and policy reforms for debt management and debt markets in Pakistan and several countries in Africa, including Cameroon, Cape Verde, and Côte d'Ivoire.
